To paraphrase a popular and frequently quoted thought, "It takes a whole 'community' to raise a child." Too often, the various institutional contexts a child or youth might become involved within the community (i.e., education, health, religion, social service, work, courts, mental health, business, public safety, recreation, arts, etc.) have the tendency to create a focus dominated by their specialized contribution rather than integrating their contributions to Raising the Community's Children. This lack of coordination and continuity is well documented.
